It probably would have been cheaper for the governments of the US and Canada to pay the affected workers to stay home than what the bailouts have cost....
Don't we have stuff for them to do? Why don't we just show up and say "Hey, you get the same pay and benefits - you're just going to be building trains instead of cars." (or whatever).
Then, as people move-on/retire/the economy recovers, we can make these endeavors more then just a way of keeping people form losing their homes.
