There are less addictive allergies in cigars as there are in cigarrettes. Cigars are also used for more than just smoking. They are treats, handed out at special occassions, and as Clinton proved, are 'fully functional'... Just like Data.

I wouldn't encourage someone to be alcoholic, but I might buy someone a drink. I figure a cigar is roughly equivalent to a shot of whisky in the grand scheme of things.
