Short version - Any group (in the US) that accepts federal health funding cannot use any means of education that could be deemed "sexually obscene". Like say, demonstrating how to apply a condom. If they do, their funding will be cut off. This includes if their health funding has nothing to do with sex education whatsoever.

Also, any material related to condom use must include information on its lack of effectiveness against HIV.

Excuse me while my head explodes. Here's an interesting statistic (and it matches pretty much every similar finding I've heard about since I started paying attention):
a Minnesota Department of Health study of the state's five-year, abstinence-only program found last year that sexual activity by students taking the program actually doubled, from 5.8 percent to 12.4 percent.
I can't believe that the people making these decisions are this willfully stupid. Nope, I know believe they are flat out evil.
