If I were a billionaire, the three most extravagant things I would want would be a baseball team, an old-fashioned movie palace, and a newspaper. Because I like those things. I wouldn't expect big returns, but I also wouldn't endow them with dump-trucks full of my money; I'd be happy with break-even. Because a winning ball club, a real theater (as opposed to a crappy little closet at the multiplex), and a solid newspaper are good for the community.They're good for the soul.I agree with the movie palace and the newspaper (especially here in Cowtown). The sports team? Not so much.

POets, painters, sculpters, etc. Welcome new blood, keep it relatively unlimited, pony up the money for community artworks, and have it be something the community votes for (think of it as getting voted or vetoed off the palette)
And a grand big arsenal of a gallery to boot, showcasing new and old and local or otherwise groups.
Of course, you can't really have anything as socially-noticable as a sports team in the arts, but you can come close. Every generation needs their voice. They also need a soapbox to put it on.
