It's interesting that these wackos aren't targeting gay funerals anymore. As attention whores, it's probably because they can piss more people off raising a stink at soldier's funerals. I have an alternate theory though:
When Phelps was still targeting gays directly, the GBLT community fought back - in a very clever way. They would have Phelps-pledges. For every minute that the WBC picketed your venue, you would donate some set amount of cash to a designated GBLT-friendly charity. They would then make Phelps aware of the fact that the longer he stayed, the more money was going towards helping gays, lesbians, etc.
I didn't hear about any Phelps-related asshattery for about a year after that, until he started picketing soldier's funerals.
I think that the soldier's families need to take the same tack, namely a Phelps-pledge drive going towards something Old Fred can't stand.
It has the added advantage that it makes them look like the fools that they are. You don't need to ban them from funerals, you just need to make them look ridiculous.
This is a little like what Stetson Kennedy did to the Klu Klux Klan, by revealing their secret codewords and other info to the writers of the Superman radio show back after WWII. Four episodes of Superman beating the Klan and having every kid in America repeating the Klan's secrets made fools of them.
Like the guy on Fox said (paraphrasing Louis Brandeis) "Sunlight is the best disenfectant".
